Tammi joined the fundraising team at SAMMinistries in 2011. Her responsibilities include planning and implementing the fundraising strategy for the ministry whose budget is nearly $7,500,000. Tammi brings more than 22 years of experience in working with nonprofits, which includes successful fund-raising, budgeting and financial analysis, human resource management, staff and board development, team-building, strategic planning, and collaborating with community organizations to coordinate community resources.

Prior to joining SAMMinistries, Tammi was Vice President for Development and Administration at Seton Home in San Antonio. Her previous nonprofit organizations include Connections Individual & Family Services in New Braunfels, The St. Louis Symphony Orchestra, Annie Malone Children & Family Services, and she has consulted with several other nonprofit foundations and organizations.

Tammi is active in the community both professionally and personally. She is an Alumnus of Leadership New Braunfels, a former Board member of the Mid-Texas Symphony, and a former Board member of the San Antonio Chapter of AFP. She is currently the chair of the CFRE Committee for the San Antonio Chapter of AFP and is a member of the City of San Antonio Headstart Policy Council.

She holds a Master of Arts in Management & Leadership from Webster University in St. Louis, Missouri and a Bachelor of Science in Business Administration from the University of Central Missouri located in Warrensburg, Missouri. Tammi is a Certified Fund Raising Professional and an active member of the San Antonio Chapter of AFP.

Tracy Ryan - Director of Information Technology

After spending more than 13 years as an expatriate in Illinois, Tracy Ryan reunited with her native Texas roots and joined the SAMMinistries Leadership Team in late 2011 as the Director of Information Technology.  Bringing a multitude of experience to the table, she leads the IT services team for SAMMinistries’ three campuses.   

Before joining SAMMinistries, Tracy served as Director of Networking for the largest family owned jeweler in the nation.   She also owned her own IT consulting company where she focused on filling the technology gap for businesses of all sizes.  

Tracy graduated from the University of Texas at San Antonio (UTSA) with a Bachelor of Science degree in Computer Science.

Norma J. Huerta, MBA, MA, LMHC, Vice President of Programs Norma Jean Huerta joined the staff at SAMMinistries in September 2010 as Vice President of Programs.  In this position, Norma Jean is responsible for the clinical and administrative oversight over all programmatic components of the Agency.
Prior to joining SAMMinistries, Norma Jean served as Clinical Data Program Manager with First Nations Community Healthsource in Albuquerque, NM.  While with First Nations, Norma provided management and direction to programs and operations to include budget preparation, staffing, strategic planning and marketing, information technology, program development, and quality assurance. In addition, Norma Jean served as a behavior health clinician providing mental health and substance abuse counseling. Her work history has encompassed experience with military families and in community health clinics, with underserved and at-risk populations.

Norma Jean also worked with the Family Support Center at Lackland Air Force Base on an internship and managed the Family Readiness Program. Additionally, she administered the various programs offered on career, relocation, family, and other work/life services and activities provided to military members and their families. 
Norma Jean has been an active member in a number of community service pursuits and chaired or participated as representative of local district boards dedicated to serving the underserved populations in New Mexico and Texas.  In recognition of her contributions, Norma Jean was awarded the “2001-02 Volunteer of the Year Award”, the “2004 Excellence in Government Exceptional Student Award”, and the “2008 New Mexico Community Health Worker of the Year Award”.

Norma Jean earned her Masters Degree in Counseling and a Masters in Business Administration from Webster University. Norma Jean is a Licensed Mental Health Counselor (LMHC) and belongs to both the New Mexico and Texas Counseling Associations.

Navarra R. Williams, MBA - President and CEO

Navarra R. Williams, MBA President and CEOWith over 30 years of leadership experience, Navarra R. Williams joined SAMMinistries in August of 2007 as President and CEO. Williams and his SAMMinistries' team have developed several new ministries including a very successful Homeless Prevention Program.

With many years of volunteer and board of director positions with several local non-profits, his service to the community compliments his business and leadership abilities giving him a well-rounded approach to the service of the homeless. In 2009, Williams was recognized by CPS Energy and presented an "Amazing Energy" Award in the field of Community Service.

SAMMinistries has received the 4-star rating (the top score) from Charity Navigator for an unprecedented four years in a row. In June 2012, the San Antonio Business Journal recognized the seven San Antonio non-profits receiving this rating. Based on Charity Navigator’s rating system, the leading charity evaluator in the United States, SAMMinistries earned the top spot on this impressive list.

Navarra has been active in all aspects of the San Antonio community. From The Carver Academy, where he worked with David Robinson to create an innovative school for underprivileged children, to his instrumental work in generating 5,000 new jobs for major corporations such as Boeing and Lockheed Martin during the Kelly Air Force Base conversion, Navarra has strived to improve the lives of the citizens of San Antonio. Navarra also chaired the campaign for the Carver Complex which raised $6 million for capital improvements to the Carver Community Cultural Center and the Little Carver Civic Center.

Prior to joining SAMMinistries, Navarra worked for 23 years as an executive in the cable television industry. During his career, Navarra led companies in the Philadelphia, New York, Los Angeles, San Antonio and San Francisco markets. He was recognized industry-wide on several occasions including the NAMIC’s Hall of Fame (1992), CTAM Research Award (1997), and NAMIC’s Winston H. Tony Cox Executive Leadership Award (2002).

He earned a Bachelor of Science Business Administration, Magna Cum Laude from the University of Baltimore and a Master of Business Administration from the University of Indianapolis.

Dorothy B. Morris, MBA - Chief Financial Officer

Dorothy B. Morris, MBA Chief Financial OfficerWith over 24 years of experience in the non-profit arena, Dorothy joined SAMMinistries in February 2006. As Chief Financial Officer, Dorothy directs the organization's financial planning and accounting practices as well as its relationship with banking/investment institutions, stakeholders, and the financial community.

Dorothy has served in lead financial positions and executive director roles in several non-profit entities including Vocational Rehabilitation Facilities, Children’s Bereavement Center, Family Service Association and Congregation Agudas Achim.

Dorothy currently serves as an adjunct accounting professor for the Alamo Community College District and Wayland Baptist University.

Dorothy graduated with Distinction and Special Honors from Jacksonville State University, Jacksonville, Alabama with a Bachelor of Science Degree in Accounting and holds a Master of Business Administration degree with a concentration in accounting from Troy State University in Dothan, Alabama.
